A proclamation that makes Defense immune from being audited has been drafted

According to a local Amharic Newspaper based in Addis Abeba, Sendek, a new proclamation has been drafted that keeps all the finance books of the Ethiopian National Defense Force (ENDF) secret and immune from being investigated either by the General Auditor or any other body.
ENDF has been criticised for spending of an unexplained expenditure of 3.2 billion birr by the General Auditor in the 2011 fiscal year.
The new ENDF Draft Proclamation Article number 72 Sub article 3 gives the Force the authority of not revealing files and secrets such as human resource profile, finance documents and payment documents to any organ.
According to Article 71 sub article 2, the Force is permitted to import any material that is used for Defense purposes tax free. It will also be immune of getting the imported materials and the files from being checked.
All the incomes that the Force gets will be audited by either the General Auditor or auditors that the Force itself assigns at end of each year.
Observers say the new Draft shows that limitless thievery within the Force. The Anti Corruption Commission has not dared to investigate the Force so far. Most officials of the Ethiopian Defense have been involved in corrupt activities including the import of goods tax free.

እንዲሁም ሚኒስቴሩ ከውጭ አገር ወደ አገር ውስጥ የሚያስገባቸውን ዕቃዎችና
እንዲሁም ሚኒስቴሩ ከውጭ አገር ወደ አገር ውስጥ የሚያስገባቸውን ዕቃዎችና
መሳሪያዎች ከጉሙሩክ ቀረጥና ታክስ በነጻ እንደሚያስገባ የደነገገ ሲሆን፣ ዕቃዎቹን
እንዲያስፈትሽ ወይም ሰነዶቹን እንዲያስመረመር እንደማይገደድ አስቀምጧል።
